Media bill vote delayed due to disagreements

Weeks of deadlock drag on over proposed penalties, corrections

Ongoing negotiations between the ruling and opposition parties on Tuesday resulted in a delay to the parliamentary vote on the controversial amendment to the Press Arbitration Act, following another failure to break their weeks-long impasse over the bill.

화요일, 여당과 야당간의 지속되고있는 협상은 논란이 되고있는 언론 중재법 개정안에 대한 의회의 투표를 지연지키고, 그들의 몇주간의 교착상태는 끝나지 않는 결과를 초래했다.

Floor leader of the ruling Democratic Party (DP) Yun Ho-jung met his counterpart Kim Gi-hyeon from the main opposition People Power Party(PPP) at 10 a.m. on Monday to discuss the controversial "fake news"bill, which would amend the Press Arbitration Act and impose severe penalties on media outlets that release fake or fraudulent news.

여당인 민주당의 대표 윤호정은 야당인 국민의 힘 대표 김기현과 월요일 오전 10시에 만나, 논란이 많은 언론 중재법 개정하고, 거짓이거나 사기뉴스를 퍼뜨리는 언론 매체에게 엄중한 처벌을 부과하는 가짜뉴스법안을 논의했다.

The meeting, chaired by National Assembly Speaker Park Byeong-seug, lasted several hours, but the two floor leaders failed to narrow their defferences.

국회의장 박병석이 주재한 회의는, 몇시간동안 지속되었으나, 두 당의 대표들은 그들의 의견차이를 좁히지 못했다.

The vote on the bill, which had been delayed from Monday to Tuesday in the hopes of a breakthrough, was again postponed to Wednesday to allow for more time for the parties to reach a compromise bill.

돌파구 마련을 위해 월요일에서 화요일까지 지속되어 온 개정안 투표는 당들간의 개정안 타협을 이루기위해 더 많은 시간이 필요해 수요일로 다시 미뤄졌다.

Following the meeting, Yun admitted to reporters at the National Assembly that " the parties have yet to come to a unified alternative bill to the initial proposal," and said the DP will try to come a bipartisan deal wih the PPP by Wednesday.

회의에 따르면, 국회에서 윤은 기자에게 당들은 화합하지 못했다."고 인정했고, 민주당은 수요일에 국민의 힘과 양 당간의 합의를 이끌어내도록 노력 할 것이라고 말했다.

In its current form, which was railroaded last month by the DP through the National Assembly's Culture, Sports and Tourism Committee and the Judiciary and Legislation Committee, the bill would increase media outlets' legal liability for the release of "intentionally misleading" or "grossly negligent" news reporting to up to five times the damages caused by the reporting.

지난달, 민주당이 국회 문화체육관광회와 법사위를 통해 강행한, '의도적으로 잘못된 보도' 나 '심각히 소홀한' 뉴스를 보도 할 경우, 언론사들의 법적책임을 최대 5배까지 늘리기로 했다고 전했다.

However, the proposed amendment faced strong backlash from not only media organizations, the PPP and the minor conservative People's Party(PP), but also the minor progressive Justice Party.

However, the parties remained at odds over language in the bill which would have given victims of erroneous reporting the right to demand the removal of offending media reports according to officials from the PPP.
